Register railroad vehicles in the European Vehicle Register
Source: BUS Rheinland-PfalzThe European Vehicle Register (EVR) covers all railroad vehicles in the European Union that are subject to registration.
If you want to keep a railroad vehicle and use it on the European rail network, you must register it in the EVR. This applies to new vehicles, existing vehicles and vehicles from a third country outside the European Union that change the vehicle register.
You apply for registration at the Federal Railway Authority (EBA). Your rail vehicle will then be entered in the EVR with a German vehicle number. In principle, you can only register vehicles with a German vehicle number that have a permit for German traffic.
You can only report changes via the EBA's "e-Service NVR" application system. You can apply to the EBA for access to the system.
You can only apply for registration in the Vehicle Register online via the "e-Service NVR" application system.
- If you do not yet have access to the "e-Service NVR" application system, please apply to the Federal Railway Authority using the appropriate form.
- Open the website of the Federal Railway Authority's "e-Service NVR" application system.
- Log in with your user data that you specified when applying for access to the "e-Service NVR" application system.
- Select the application form "Application for vehicle registration".
- Complete the application form step by step. You can download a PDF file from the application system to help you complete the form.
- Upload the required documents (supporting documents) as a file (PDF, JPEG or JPG, PNG, TIFF or TIF, DOCX or DOC, XLSX or XLS) and send the application. The file size must not exceed 100 MB.
- Send the application to the EBA.
- The EBA will process the application. If there are no deficiencies, the application processing will be completed and returned to you in the "e-Service NVR" application system.
- If there are any deficiencies, the application will be returned to you for further correction.
- Once the application has been completed, the EBA will send you a letter by post confirming the registration.
- You will also receive a notification of costs by post. Pay the fee.
Important:
Once you have successfully completed the vehicle registration application, you will receive one or more vehicle numbers. These vehicle numbers only represent a reservation.
However, in order to be able to use a vehicle with the new vehicle number, activation is required. This activation must be carried out with an application to change the status from "Reserved" to "Active" in the "e-Service NVR" application system.
- You own a railroad vehicle and have a valid keeper code (VKM) and an organization code (OC).
- You have access to the "e-Service NVR" application system. You can apply for this via an application form at the EBA.

The railroad vehicle has a permit for German traffic.
- Valid maintenance center certificate (ECM certificate) for the vehicle type to be registered (exceptions to the ECM certification requirement must be justified and proven separately)

Valid registration documents, for example:
- Approval for placing on the market
- Approvals from other member states
- Authorization for placing in service
- Series approvals in conjunction with a declaration of conformity
- if available: EC declaration of verification for rolling stock or EC declaration of verification for train control, train protection and signaling (ZZS)
Alternative proofs can be agreed with the EBA in individual cases.
The fees for the registration of railroad vehicles and the amendment or supplementation of data in the Vehicle Register are based on the special Fees Ordinance of the Federal Railway Authority (Section 7; No. 7.24 to 7.27; EBABGebV).
The fees for vehicle registration currently amount to
- Registration of 1 vehicle: EUR 60.00
- Registration of up to 10 vehicles of the same type: EUR 40.00 per vehicle
- Registration of 11 to 100 vehicles of the same type: EUR 35.00 per vehicle
- Registration of more than 100 vehicles of the same type: EUR 30.00 per vehicle
The application procedure for access to the "e-Service NVR" application system is free of charge.
The fees for amending or supplementing data in the Vehicle Register are based on the Federal Railway Authority's special Fees Ordinance (Section 7; No. 7.28; EBABGebV).
Various railway-specific legal bases must be observed with regard to the vehicle register.
These include, for example, the Railway Commissioning Authorization Ordinance (EIGV), which requires in Section 38 (2) that owners of railroad vehicles must apply electronically to the Federal Railway Authority for the registration of a new vehicle in the European Vehicle Register before placing it on the market for the first time.
Processing Time: 20 Working daysThe maximum processing time of 20 working days only starts once you have submitted the application in full.

Contradiction
- You have one month to lodge an objection to the notifications of facts and costs sent by the EBA in connection with the vehicle register applications.
- Action before the administrative court
It is planned to discontinue applications for vehicle registration or changes to a vehicle registration via the "e-Service NVR" at the end of 2024. From this date, you will only be able to submit applications via the European Vehicle Register (EVR).
