Accordingly, reduced two-line plates (so-called light motorcycle plates) may only be assigned to light motorcycles and agricultural or forestry towing vehicles. Quads, even if they are coded as agricultural or forestry tractors, cannot be assigned a reduced two-line number plate because their characteristics (e.g. handlebars, bench seat, low axle load) do not correspond to the typical design of an agricultural tractor.
If it is not possible for a vehicle to assign a license plate that can be affixed to the space provided on the vehicle, the keeper is in principle obliged to make changes to the vehicle that allow the affixing of a regular number plate.
In cases of doubt, the registration authority may require the submission of an opinion of an officially recognised motor vehicle expert. If experts find that the affixing of a statutory registration plate to a motor vehicle requires disproportionate effort or is not technically possible, the registration authority may authorise an exemption for the use of a reduced two-line registration plate; this does not apply if it is no longer possible to affix a statutory number plate due to subsequent modifications or the addition of accessories.
