Activation and placement voucher, measures with a private employment agency (MPAV)

Access to the measures takes place within the framework of an activation and placement voucher. As part of the discretionary service, the placement and counseling specialist decides whether this service is necessary. It is important to consider for which group of people the voucher procedure is appropriate and whether suitable providers offer the relevant approved measures. Recipients of the voucher can thus make use of an approved private employment agency, among others. In connection with the decision on an activation and placement voucher, the Federal Employment Agency has restricted the group of people to those employees who can quickly enter employment subject to compulsory insurance without further support. This entitles the holder to choose a provider that offers exclusively performance-related remunerated job placement in employment subject to compulsory insurance.

The activation and placement voucher is limited in time. The placement and counseling specialist decides on the specific time limit in the period between 3 and 6 months, taking into account the chances of placement. The regional restriction can relate both to the selection of the provider and to the labor market in which the applicant is interested.

The activation and placement voucher must be redeemed with the approved provider, taking into account the regional restriction. Until 31.12.2012, a business registration is equivalent to a carrier approval; it must be clearly evident from the business registration that the purpose of the business is the placement of workers. The date of commencement of the trade stated in the business registration must not be later than the date of placement.

Prerequisites

• If you belong to the group of jobseekers or unemployed persons threatened by unemployment and your placement specialist has identified a corresponding need for support for professional integration during the consultation, you can be issued with the activation and placement voucher (optional benefit).
• If you are also entitled to unemployment benefit (including dormant entitlement) and have not yet been placed within a period of 3 months after being unemployed for 6 weeks, you are entitled to the activation and placement voucher (mandatory benefit).

NOTES:

• The issue of an activation and placement voucher is a binding promise of support in the sense of an assurance that ends when the time limit expires. The Employment Agency is no longer bound by the assurance in the following cases
  • Taking up employment subject to compulsory insurance that was not arranged by the agency
  • cessation of unemployment without taking up employment or end of job search
  • Expiry of entitlement to unemployment benefit (date of notification)
  • Change of responsibility to the basic social security provider
• Recipients of unemployment benefit who receive additional benefits under SGB II due to need for assistance (top-up recipients) are entitled to the issue of an activation and placement voucher by the Employment Agency if the other requirements are met.
• Periods in which the unemployed person participates in a measure
• for activation and vocational integration or
• for the promotion of further vocational training

or has received special benefits are not taken into account. The framework period is extended by the days on which the applicant took part in the measure.

• In the legal sphere of SGB II, eligible persons can be supported by participating in measures with a private employment agency (MPAV).
• If, in the opinion of your employment agency, unemployment can be ended without support or there are other more successful instruments, you will not receive an allocation or an activation and placement voucher.
