Apply for authorisation to discharge wastewater into private sewage treatment plants with early start
Source: BUS Rheinland-PfalzIf you want to discharge wastewater into a private sewage plant, you must apply for a permit. If you are unable or unwilling to wait until the permit has been granted, the competent authority may allow the initiation to start early. You must apply for this.
- You submit an application for authorisation for the discharge of waste water into a private waste water plant – early start at the body responsible for the permit.
- This examines your application and the legitimate personal or public interest in an early start of the wastewater discharge.
- You will submit any documents that may be requested.
- They undertake to compensate for all damage caused by the discharge up to the time of the decision and, if the discharge is not authorized, to restore it to its previous state.
- The competent authority shall authorise the early start of the discharge of wastewater.
- You will receive a letter of admission from the competent authority and, if applicable, a fee invoice.
- If necessary, you will pay the fee invoice.
- You can start with the premature discharge of wastewater into a private sewage plant.

Responsibility in Rhineland-Palatinate lies with the Structural and Licensing Directorates North and South.
Authorisation shall be granted if:
- an application for authorisation has already been submitted,
- a decision in favour of the applicant can be expected,
- there is a public interest or a legitimate interest of the applicant in the premature start,
- and the applicant undertakes to compensate for all damage caused by the discharge up to the time of the decision and, if the discharge is not authorised, to restore it to its previous state.

Fee: 16,10 - 1060,00 EURPayment in advance: nohttps://landesrecht.rlp.de/bsrp/document/jlr-UmwMinGebVRP2019rahmenThe costs for the approval of the early start are between € 16.10 and € 1,060.00 in accordance with the State Ordinance on Fees in the Field of Environmental Law of 28 August 2019, Annex Special List of Fees in the Field of Environmental Law, Section 11.1.7. Additional expenses (costs of formal notification or public notices) may be incurred.
They may not start initiating until the approval of the early start has been granted. Therefore, apply for it in good time - at least one month - before the wastewater is discharged into a private sewage plant.
The processing time depends on the quality and scope of the applications submitted, the documents submitted, as well as the procedure to be carried out and the processing status of the permit application.
It is expected to be at least one month.
