Applying for a transfer license for the intra-Community transport of civil explosives
Source: BUS Rheinland-PfalzWould you like to transport civil explosives such as gunpowder, propellant powder or explosives? The transportation of these civil explosives is regulated by law in Germany and the European Union. If you want to transport civil explosives to, through or out of Germany, you need a permit in advance. You must apply for this so-called transfer permit. It can be applied for a single shipment or for multiple shipments within a period limited to 2 years.
Transfer permits are issued by the respective national authorities in all European countries. In Germany, the Federal Institute for Materials Research and Testing (BAM) is responsible for the approval of cross-border transportation of civil explosives.
In the application for a transfer license, you must specify who is transferring or transporting the explosives. This person is the so-called carrier. You must also state the transport route on which the shipment is to be made and who the consignor and consignee are. List the entire transportation route including the transit countries. Further necessary information can be found in Annex 1 to Section 15a (1) and (3) of the Explosives Act.
