Apply to the Federal Aviation Office for an examination for technical personnel

To apply for an examination for technical personnel, you can use the online service or send the relevant forms to the LBA by post or fax.

Online application:

• Go to the federal portal verwaltung.bund.de and complete the online application.
• You can upload your documents directly.
• Submit the application online.
  • If you would like to provide the original extract from the driving aptitude register and the police clearance certificate (paper document) as proof of good repute, you must send the original documents by post to the Federal Office of Civil Aviation in addition to the online application.
• The Federal Aviation Office will check your application.
• After processing by the authority, you will receive a summons to the theory test for category L in accordance with Part-66.
• You will be contacted to arrange an examination date for the type examination for aircraft in Group 2/3 in accordance with Part-66 and the oral/practical examination for the examiner license for aircraft (PvL).
• You may receive a fee notification.

Application by post or fax:

• Call up the forms on the website of the Luftfahrt-Bundesamt (LBA).
• Send all documents to the LBA by post or fax.
• The further procedural steps are the same as for the online application.

• You are a natural person.
• You are of legal age, i.e. you are capable of acting, have full legal capacity and are criminally liable.
• You are reliable in accordance with the background check of the Aviation Security Act (LuftSiG).
• There are no criminal proceedings against you.
• For the type examination for aircraft of group 2/3 according to Part-66:
  • You have relevant practical experience on the type or in the rating applied for.
• For the oral-practical examination for the authorization as an aircraft inspector (PvL):
  • You have passed the theoretical examination and have relevant practical experience.

for the type rating application for group 2/3 aircraft according to Part-66:

• Certificate of relevant practical experience on the type or rating applied for (Form 19.M)

for the examination application for the oral-practical examination for the examiner's license as an examiner of aircraft (PvL):

• Proof of reliability
• Proof of passing the theoretical examination
• Proof of practical experience
• Confirmation from the training company or the training person

for the examination application for the oral-practical examination for the examiner's license as an examiner of aviation equipment (PvL), if the application is made for the first issue:

• Proof of professional training or proof of replacement of professional training
• Proof of substitute professional activity, if applicable
• Proof of theoretical examination

for the examination application for the type examination for aircraft of group 2/3 according to Part-66 or for the oral-practical examination for the examiner license as examiner of aircraft (PvL), if an expert is proposed:

• Part-66 license or PvL license of the expert person

in the case of representation:

• Proof of authorization to represent (power of attorney)

for an address abroad:

• Declaration on the appointment of an authorized recipient

Conducting the basic knowledge examinations (theory examinations) for the issue of a license according to Part-66, Category L:

• free of charge

Performance of the aircraft type examination for aircraft of group 2/3 according to Part-66:

• Fee included in the application examination fee for the issue of the aircraft type rating

Conducting the oral-practical examination for the aircraft type rating examiner (PvL):

• Fee included in the application examination fee for issuing the permit

Re-summons due to non-participation in an examination:

• EUR 40.00

Conducting repeat examinations for failed examinations or parts of examinations

Examiner of aviation equipment:

• 30% - 100% of the application examination fee for the issue of the permit class or aircraft type rating

Re-examinations, license according to Part-66:

• free of charge

Travel and accommodation costs and other expenses in connection with the performance of examinations:

• To be borne by the applicant according to actual expenditure

Documents submitted as proof of basic knowledge and experience must not be older than 10 years.
