With the examiner authorization of the Luftfahrt-Bundesamt (LBA), you can examine applicants for pilot licenses and other aviation authorizations. Depending on the examiner authorization and aircraft category, holders have the right to carry out

practical examinations,
proficiency checks and
assessments of competence

for licenses and ratings according to Part-FCL.

You apply to the LBA for the issue of an examiner rating.

An examiner rating is valid for 3 years. The LBA can extend your examiner authorization upon application

extend it within the validity period,
renew it after the expiry date,
add further categories or rights.

You must meet certain requirements in order to be granted an inspector authorization. In particular, you must

prove your flying and teaching experience to the LBA,
successfully complete a theoretical and practical examiner standardization course,
have your competence assessed by a senior examiner (SEN).

Your rights as an examiner are based on 6 examiner categories:

Examiners for class ratings - Class Rating Examiners (CRE): CREs examine people who wish to acquire, revalidate or renew a class rating, for example the class rating for multi-engine aircraft.
Flight Examiners (FE): FEs conduct examinations within the scope of their respective authorizations in which licenses are acquired for the first time.
Examiners for flight instructors - Flight Instructor Examiners (FIE): FIEs carry out competence assessments for persons who wish to acquire, extend, renew or renew a rating as a flight instructor.
Instrument Rating Examiners (IRE): IREs conduct examinations for the acquisition, revalidation or renewal of instrument ratings.
Type Rating Examiners (TRE): TREs examine persons who wish to acquire, extend or renew a type rating (e.g. A380).
Examiners for training on synthetic flight training devices - Synthetic Flight Examiners (SFE): SFEs examine pilots on FSTDs (flight simulation training devices) who wish to acquire, extend or renew a type rating.

The LBA publishes the names, examiner number, the rights arising from the examiner rating and its validity on the Internet. You must notify the LBA online of any changes to your data.

You can apply for the issue, extension, renewal, amendment or renewal of an inspector authorization online or by post or fax.

Online application:

Go to the federal portal verwaltung.bund.de and complete the online application.
You can upload your documents directly.
Submit the application online.
The Luftfahrt-Bundesamt (LBA) will check your application.
You will receive a decision and a fee notice.
After you have paid the fees, you can retrieve the notification and you will receive the examiner authorization.

Application by post or fax:

Call up the forms on the LBA website.
Complete the forms and compile the required documents.
Send all documents to the LBA.
The next steps are the same as for the online application.

for the issue of the examiner authorization:

You have successfully completed the theoretical and practical examiner standardization within the last 12 months.
You meet all professional and personal requirements for the issue of an examiner rating in accordance with FCL.1010 and AMC1 FCL.1010.
You have the necessary flying and teaching experience. Only flight experience in the aircraft category in which you are applying for the examiner rating is relevant.

for the extension of the examiner rating:

You have a valid examiner rating.
You have successfully completed the theoretical and practical examiner standardization within the last 12 months.
You have the required flying and teaching experience. Only flight experience in the same aircraft category for which you are applying for the examiner rating is relevant.

for the extension of the examiner rating:

You have a valid examiner rating.
You have taken part in an examiner refresher course within the 12 months prior to the expiration date of your examiner rating.
You have received a positive assessment of your competence from a senior examiner.

for the renewal of the examiner authorization:

The validity of your examiner authorization has expired.
You have taken part in an examiner refresher course within the last 12 months

for changing the examiner authorization:

No special requirements apply.

for the issue of an examiner's license:

Aviation curriculum vitae
Receipt of the application for a certificate of good conduct for submission to an authority ("Document type O")
Specific evidence depending on the examiner category (e.g. list of teaching activities, proof of MPL examinations)
if the theoretical standardization did not take place at the LBA: Proof of theoretical standardization, not older than 12 months

for the extension of the examiner authorization:

Receipt of application for a certificate of good conduct for submission to an authority ("Belegart O").
specific proof depending on the examiner category.
only for the extension of the examiner category TRE or SFE: If the theoretical standardization for the right to carry out the TRI or SFI competence assessment has not taken place at the LBA, you need proof of theoretical standardization that is not older than 12 months.
If necessary, the LBA will also request your logbook.

for the renewal or extension of the examiner rating:

Receipt of the application for a certificate of good conduct for submission to an authority ("Belegart O")
for renewal only: proof in accordance with FCL.1025 b) (1) of at least 6 practical examinations by submitting the activity report
Proficiency checks or competence assessments within the period of validity of your examiner authorization
If the examiner refresher course did not take place at the LBA: Proof of participation in an examiner refresher course
- for renewal: within the last 12 months
- for renewal: within the last 12 months of validity of the examiner authorization

for the change of the examiner authorization:

As a rule, you do not need to submit any documents if you are submitting the application for yourself.

If another person or organization represents you in the application, you will also need these documents:

completed LBA template for the publication of contact details
completed LBA template for the declaration of pending criminal proceedings
- Exception: Change of the examiner authorization
Declaration on previously applied for or held auditor authorizations

Changing the examiner authorization, including changing the examiner certificate, costs 20 to a maximum of 30 percent of the cost of the initial issue.
