Apply for a special permit for the inspection of air freight

You can apply for a special permit as a regulated agent online:

• Call up the application in the federal portal verwaltung.bund.de.
• Ideally, you should have already created a federal user account so that you can use it to manage the application later.
• First enter the applicant's details. This includes personal data and contact details.
• In the next step, enter details of the business location for which the special permit is to apply. Enter the approval number and address of the business location. If several business locations are affected by the exception, you can enter additional business locations.
• Then enter details of the special permit (or exception). To do this, state the reason for the special permit (or exception) and provide a description of the planned measures. You should also provide information on the period, flights and shipments affected by the special permit (or exception). You can also upload files and documents to explain the facts of the case.
• If the information is complete, the Federal Office of Civil Aviation will carry out an examination and coordinate any open questions with you.
• If the Federal Office of Civil Aviation considers an on-site inspection to be necessary, the Federal Office of Civil Aviation will check the facts described in the application as part of the on-site inspection. If the employees of the Federal Office of Civil Aviation determine that approval is not possible, it is possible to supplement the submitted application for special approval (or exemption) and correct the actual processes.
• Finally, you will receive a notice of approval or rejection from the authority.

• You have been approved by the Luftfahrt-Bundesamt as a regulated agent.
• You can also submit the application on behalf of the regulated agent.
• Further requirements are classified information and can be obtained from the Luftfahrt-Bundesamt.

There are no other documents that you are obliged to submit. However, various documents are helpful when processing the application:

• Proof of the shipment (e.g. delivery bill) Files explaining the facts of the case (e.g. photos)

Due to the amendment of the Aviation Security Fees Ordinance, since 01.02.2024 the following applies to the special permit for the control of air freight new fee obligations.

The fees are based on the Aviation Security Fees Ordinance.
