Apply for special authorization according to FCL.1000b

You can apply for a special authorization in accordance with FCL.1000b online or by post or fax.

Online application:

• Go to the federal portal verwaltung.bund.de and complete the online application.
• You can upload your documents directly.
• Submit the application online.
• The Luftfahrt-Bundesamt (LBA) will check your application.
• You will receive a decision and a fee notice.
• After you have paid the fees, you can retrieve the notification and receive the authorization.

Application by post or fax:

• Call up the forms for traffic authorization on the LBA website.
• Different forms are required depending on who is making the application and what type of aircraft is involved. Complete the forms and compile the required documents.
• Send all documents to the LBA.
• The further procedural steps are the same as for the online application.

• The requirements for the regular issue of an examiner authorization cannot be met due to the introduction of new aircraft types.
• Your examiner rating must be valid at the time of application.
• You also have a type rating that is comparable to the newly introduced aircraft type or the subject of the new training course. Alternatively, you have completed training for the new aircraft type. You have no legal entitlement to be issued the special rating according to FCL.1000b. Please contact the Luftfahrt-Bundesamt regarding the requirements in your individual case.

• completed template from the Federal Aviation Office as proof of authorization to represent you

• Completed sample template from the Federal Aviation Office for assumption of costs
