Apply for authorized consignee status in the TIR procedure

To obtain the status of "authorized consignee TIR", you must submit an application:

• Go to the website of the Customs Administration and download the form "Application for Authorized Consignee Status for the TIR procedure under Article 230 of the Union Customs Code" (Form 0363).
• Complete the form and send it and, if applicable, Parts I to III and V of the questionnaire for customs authorizations to the main customs office in whose district your main accounts for customs purposes are kept or are accessible.
• The main customs office will examine your documents and check whether further authorizations (storage warehouse or provision of a comprehensive guarantee) are available or whether you still need to apply for them.
• If all formal and material requirements are met, you will receive the TIR authorized consignee permit.

You must meet the following requirements in order to obtain the status of "authorized consignee TIR":

• Your company is established in the customs territory of the Union.
• You regularly receive goods transported under the TIR procedure or are known to the authorizing main customs office as an economic operator who is capable of fulfilling all obligations arising from this procedure.
• They have not committed any serious or repeated infringements of customs and tax regulations.
• You have not committed any serious criminal offenses in the course of your business activities.
• You can demonstrate an increased level of control of your activities and movements of goods by means of a system for keeping business records and, where applicable, transport documents that enables appropriate customs controls.
• Customs control and supervision of your activities can be carried out easily and without a disproportionate administrative burden.
• You must have practical or professional qualifications that are directly related to the activity carried out.

If you are not an Authorized Economic Operator (AEO), submit the completed questionnaire for customs authorizations parts I to III and V in addition to the main application.

There are no costs for the authorization of approved recipient TIRs.
However, it should be noted that if you wish to act as an authorized TIR consignee, you must also have a storage warehouse. This depository refers to the place where you receive the goods. A security must be provided for the operation of this storage warehouse Article 149(2)(c) of Regulation (EU) No 952/2013 Union Customs Code). This security can only be provided within the framework of a comprehensive security authorization.

Before you receive goods that are transported under the TIR procedure, you must be approved as a consignee.

You will usually receive notification of your application within 120 days of it being accepted.
