Aeronautical technology development is subject to comprehensive control and monitoring by the German Federal Aviation Office (LBA) and the European Union Aviation Safety Agency (EASA). Design organizations within the meaning of the regulation are all organizations that develop aeronautical products, parts, equipment or suitable repair procedures. For such activities, these companies must prove their competence and have a permit from the Federal Aviation Office. All changes to the approval are also subject to approval.

Sole proprietors and organizations that already have an EASA DOA (Design Organization Approval) certificate can apply for a national supplementary approval.

Already approved design organizations can also apply for both significant and minor changes to their approval or supplementary approvals.

As a general rule, you may not carry out any activities without a permit.

Applications for approval as a design organization or ADOA in connection with the development of aircraft and aeronautical equipment can be submitted online via the federal portal or by post or fax.

Online application:

Go to the federal portal "verwaltung.bund.de" and complete the online form. The online form will guide you step by step through the information and documents required.
You can either upload the required documents directly in the form or collect them in a download archive on a trustworthy server, for example the BSCW.
Submit the application online.
If anything is unclear or information is missing, the Federal Office of Civil Aviation (LBA) will contact you.
After checking the documents and any necessary iterations, the LBA will carry out an audit.
If all requirements are met, the LBA will send you the result documents.
You pay the fees.

Application by post or fax:

Print out the application and send it to the LBA by post or fax together with the required documents.

Proof of verification of the sole proprietorship or organization, e.g. extract from the commercial register, extract from the register of associations, extract from the trade register
Manual, if necessary in draft form, or procedural instructions
Proof of verification of management personnel, e.g. CV, proof of qualifications, employment contract
If applicable, documents relating to agreements with license holders
Power of attorney from the management, if applicable

National supplementary permit:

as for initial approval and additionally a copy of the EASA DOA approval certificate

Amendments:

Authorization of the management, if applicable
All documents affected by the change, e.g. amended manual or procedural instructions
