Applying for the first registration of a vehicle from an EU member state

Please contact the district administrations and city administrations of the independent cities or, in some cases, the large cities belonging to the district.

Local licensing authority

• An EU type approval or foreign registration documents are available for the vehicle.
• You must be able to provide proof of a valid main inspection for the vehicle. This can be waived if you have a general inspection from the factory due to the vehicle's young age. In the case of a passenger car, for example, this is 3 years from the date of first registration.
• The vehicle meets the other requirements of the Road Traffic Licensing Regulations (StVZO) and the Road Traffic Regulations (StVO).
• You must provide bank details and be able to agree to a SEPA direct debit procedure in the event of a tax liability.

To apply for admission, you will need all the required documents in the original or as a certified copy:

• completed registration application
• SEPA direct debit mandate for vehicle tax
• Purchase contract or invoice
• Electronic insurance confirmation (eVB) as proof from the insurance company that the vehicle is covered by liability insurance
• Identity card or passport with registration certificate
• For vehicles that have not been registered in Germany or abroad or that have been registered abroad for less than 6 months or with a mileage of less than 5000 km:
  • Notification for VAT purposes of the intra-Community acquisition of a new motor vehicle (form available from the registration authority)
• For vehicles already registered abroad:
  • foreign registration certificate
  • foreign license plate
• As a rule, you will receive the license plate back in order to deregister your vehicle in the country of origin if necessary.
• COC paper (Certificate of Conformity; EC Certificate of Conformity) or data confirmation from the vehicle manufacturer
• Proof of a valid main inspection in accordance with the Road Traffic Licensing Regulations (StVZO)
• Alternatively: foreign test report in German that complies with EU regulations
• Proof of when the vehicle was first put into operation in an EU member state or in Iceland, Liechtenstein or Norway

If companies apply for registration, they also require

• Business registration or extract from the commercial register as well as personal documents of the authorized representatives

If associations apply for authorization, they also require

• Extract from the register of associations and personal documents of the authorized representatives

If another person is applying for the license on your behalf, they will also need

• informal written power of attorney, including personal documents of the person granting the power of attorney and the authorized person
