Apply for a driving school license

To set up a driving school, you need a driving school license. With a driving school license, you can teach the theoretical and practical knowledge required for a driving license in your driving school.
As a self-employed driving instructor, you can apply for a driving school license for the following driving instructor license categories:

BE
A
CE and
DE

In order to be allowed to run a driving school, certain requirements must be met, which primarily concern the driving instructors and the premises. For example, if you have classrooms at different locations, you must apply for a branch office permit for each additional room.

You are at least 25 years old.
There are no facts that
- make you appear unreliable to run a driving school. These facts exist, for example, if you
  - have a criminal record or
  - have received fines for administrative offenses, in particular those relating to road traffic.
- suggest that you are unable to fulfill your obligations.
You have a driving instructor's license for the category for which you are applying for a driving instructor's license.
You have worked full-time as a driving instructor for at least 2 years.
You have taken part in the driving school business management course and have attended at least 70 teaching units of 45 minutes each.
You can prove that you
- a classroom,
- the necessary teaching materials and corresponding visualizations and
- you have the appropriate training vehicles for the driving license category.
In the case of a legal entity or partnership, there must be a responsible manager of the training company who is the legal representative of the legal entity, for example the managing director.
- The responsible management must
  - generally have sole power of representation or sole power of representation for the management of the driving school training company in accordance with the partnership agreement
  - fulfill personal and factual requirements
  - ensure that all duties required for the driving school license are fulfilled.

Application for a driving school license
Valid identity card or passport with confirmation of registration
driving instructor's license
- officially certified copy or
- Presentation of the original and a copy
Proof of at least two years of full-time employment as a driving instructor
- for example by written confirmation from the owners of the driving schools where employment relationships have existed to date
Proof of participation in the driving school business management course
Written declaration as to whether a driving school license has already been issued and by which authority
Proof of authorization to use the classrooms
- e.g. rental agreement
Scaled plan of the classrooms with details of equipment and square meters
If applicable, proof of a building permit if no existing driving school is taken over
Written declaration that prescribed teaching materials are available together with proof of availability
- for example, purchase contract
List of the number and type of training vehicles
- If applicable, user agreement if you are not the owner of the vehicles
Extended certificate of good conduct for submission to an authority
current extract from the central trade register, not older than 3 months
Certificate in tax matters from the responsible tax office

Only for legal entities:

Current extract from the company's commercial register
Proof of the regulation of the power of representation for the legal entity by the natural person in the form of the responsible management:
- Managing director entry in the commercial register
- Procuration entry in the commercial register or
- articles of association
