Projects that serve national defense must be brought to the attention of the higher building supervisory authority in an appropriate manner prior to the start of construction; if an environmental impact assessment or a preliminary assessment in accordance with the law on environmental impact assessment is to be carried out for such a project, the approval of the higher building supervisory authority is required.
