Apply for exemption from the ID requirement for persons under care

You must apply in writing for exemption from the ID card requirement.

• You submit an informal application or fill out an application form from the ID card authority for exemption from the ID card requirement together with your carer
• You and the person looking after you sign the application.
• You enclose the necessary documents (see "What documents are required?").
• You send the application and the documents to the relevant ID card authority in your municipality/city or
• You go to the relevant authority in person with the person looking after you.
• The authority will issue you with a permanent certificate stating that you are exempt from the ID card requirement

• You must have German citizenship.
• You must be at least 16 years old.
• A guardian has been appointed for you on a permanent basis.
• You must be registered as having your main residence in your municipality/city.

• if available: Your old identity card or your old passport
• Proof of the publicly appointed power of representation or the arrangement of care, for example by a power of attorney or a caregiver's identity card
• Identity card of the person providing care

There are no costs.

As a rule, you will receive the exemption from the ID requirement immediately.

Complaint to the superior authority, alternatively to the Ministry of the Interior of the federal state.
