Apply for exemption from the identification requirement as a permanently disabled person who cannot move around in public
Source: BUS Rheinland-PfalzIf you are unable to move around alone in public due to a disability, you may be exempt from the requirement to have an ID card.
This is the case, for example, if you can no longer leave the house alone due to a disability.
You can revoke an existing exemption from the ID card requirement at any time. All you need to do is apply for an identity card or passport.
You must appear in person at the Residents' Registration Office for this procedure.
You must apply in writing for exemption from the ID card requirement.
- You or the person representing you submit an informal application or fill out an application form from the relevant ID card authority for exemption from the ID card requirement
- You or a person representing you sign the application.
- You enclose the necessary documents (see "What documents are required?").
- You send the application and the documents to the relevant ID card authority in your municipality/city or
- You or the person representing you go in person to the relevant ID card authority.
- The ID card authority will issue you with a permanent certificate stating that you are exempt from the obligation to have an ID card.
Please contact the identity card authority at the applicant's main place of residence.

- You must be at least 16 years old.
- You cannot move around in public on your own due to a permanent disability.
- You must be registered as having your main residence in your municipality/city.
