Granting a residence permit for long-term residents in other EU member states

The responsibility lies with the foreigners authority of the district administration and the city administration of the independent city.

• Legal status of a long-term resident in another EU member state
  An entitlement to a residence permit only exists if a residence title with the designation "permanent residence-EU" or "permanent residence-EU" has been issued in the respective official language in another EU member state. A permanent residence permit without this addition is generally not sufficient.
  Only in exceptional cases can proof of the legal status of a long-term resident be provided by written confirmation from the authorities of the other EU member state. The residence permit can then only be issued on a discretionary basis.

• Valid passport with residence permit (permanent residence - EC) of the other EU member state
• 1 recent biometric photo

• Proof of secure means of subsistence
• Documents relating to the intended purpose of residence
  e.g. certificate of enrollment or confirmation of employment and employment contract etc.

The following fees are calculated according to the technical effort involved in issuing the residence permit:

• Adults: 50 to 110 euros for the initial issuance of the residence permit; 30 to 80 euros for each extension of the residence permit
• Minors: 25 to 55 euros for the initial issue of the residence permit; 15 to 40 euros for each extension of the residence permit

It is best to make an appointment 4 to 6 weeks before the visa-free stay (90 days) or the previous residence permit expires. As a rule, the residence permit is affixed to the passport as a label when you make an appointment. Electronic residence permits can currently only be issued in exceptional cases.
