Applying for a special use permit for advertising in public spaces
Source: BUS Rheinland-PfalzAdvertising outside enclosed spaces or in public areas constitutes outdoor advertising.
If you want to advertise something outside enclosed spaces or in public areas, for example by putting up posters, this constitutes a use that goes beyond the normal use of public space (common use). This is a special use for which you must apply for a permit (special use permit). You must have the special use permit before you start advertising.
Outdoor advertising, also known as out-of-home advertising (OoH), is a form of advertising that is used outside enclosed spaces to reach a broad target group in public spaces. It comprises a variety of advertising media and formats that are placed in publicly accessible locations such as streets, squares or traffic junctions. These include, for example, advertising pillars, large-format posters (18/1), city light posters and, more recently, digital screens.
In Koblenz, the company DPW Deutsche Plakat-Werbung GmbH & Co KG from Koblenz was awarded the right to advertise on public roads and public areas of the city of Koblenz, including in the bus shelters of Koblenzer Verkehrsbetriebe GmbH and on the ZOB area at the main railway station, which the city owns the right to use.
In private areas, permission must be obtained from the owner of the property, who in turn must have planning permission for the advertising system to be erected.
This does not apply to so-called "seal mark advertising", which is also a form of special use and applies, for example, to district-related or traditional events (funfairs, circuses, etc.). This advertising is limited to A1 posters. You can find more information here.
Advertising for elections is also excluded, as regulated in the election advertising regulations of the City of Koblenz. Information on this can be found under election advertising regulations here.
