Issuing a resident parking permit

1. You must be registered with your main place of residence in a part of Koblenz with parking space management.
2. You are a vehicle owner, i.e. you use a vehicle for your own account and have power of disposal over it. This means that your vehicle is registered in your name (from 01.01.2015, it is possible to keep the old registration number if you move to another registration district, but the address in the vehicle registration certificate must still be updated at the relevant registration office) or you are not the registered owner of the vehicle, but can submit a certificate of use from the owner or You are the owner of the vehicle but are registered as the second or additional holder on the vehicle registration certificate (a copy of the vehicle registration certificate is required) or you have been provided with a company car by your company (the company must confirm this on the application for the parking permit and a tax certificate must be available).
3. Another prerequisite is that you have not been provided with a parking space. If you are a tenant of an apartment, this must be confirmed by the owner of the apartment or the landlord by submitting a current negative parking space certificate.
4. You must also be in possession of a driving license valid in Germany.

• Valid identity card (also for renewals)
• Driver's license
• Vehicle registration document (always, even when renewing or changing vehicles within the validity period of the resident parking permit - the old parking permit must be brought along when changing vehicles)
• a negative parking space certificate for first-time applications and in the event of a change of residence
• for company vehicles, a corresponding certificate from the company regarding the use of the vehicle
• if the vehicle used is registered to another owner, please submit a certificate of use
• If the resident parking permit is lost, the following documents must be brought along: ID card, vehicle registration document (if another person is authorized: Authorization that the duplicate may be applied for and handed over and signed declaration of loss - this can be collected in advance from the Citizens' Office).
  

Please note:

If you do not yet have all the required documents, you can immediately obtain a temporary resident parking permit for a period of 4 weeks.

If you can present all the documents, you will be given the final resident parking permit directly.

If you are unable to come by yourself, you can authorize another person in writing and hand over the application documents with the power of attorney.

Note: If your parking permit has been expired for more than 3 months, an extension is no longer possible. The application constitutes a new application and the documents for a new application must be submitted accordingly.

Please note that we may request additional documents from you in individual cases, as the above information only covers the standard cases for applying for or renewing a resident parking permit. Thank you for your understanding!

No fees are charged when a provisional parking permit is issued as part of an initial application. The provisionally approved parking period will be offset against the final parking permit.

• The annual fee is calculated as follows: length of vehicle (in meters) x width of vehicle (in meters) x 0.45 x 52.
• The fee for changes (e.g. after a change of vehicle or replacement issue after loss) is 15 euros.

If the resident parking permit is returned in accordance with the old fee schedule (you are obliged to do so if the conditions for issuing it no longer apply - e.g. if you move away), the fees paid will not be refunded.

If the resident parking permit is returned in accordance with the new scale of fees (from 01.03.2024), a refund will be made:

§ 8 Reimbursement of fees

(1) The reimbursement of fees for valid resident parking permits is based on full, unbroken weeks.

(2) If the permit that is no longer required is returned, the date of receipt by the authority is decisive for the calculation in accordance with Para. 1.

(3) If the vehicle is changed, any fee refund will be offset against the new fee. The annual fee for the new vehicle shall be calculated in accordance with § 5 of this regulation.
