Passport issue for minors for the first time
Source: BUS Rheinland-PfalzThe application of minors must be approved in writing by both parents (as long as they have joint custody). In the case of unmarried or divorced parents, consent can be given by the parent to whom the family court has granted sole parental custody of the child. The decision of the family court must be submitted with the application.
Furthermore, in the case of minors, one parent may sign at the time of application and the other parent may sign at the time of collection.
New from May 2025:
From May, only digital photos will be permitted for new ID documents. The photos will be taken directly at the Citizens' Registration Office (fee: EUR 6.00) or by certified photographers. Photographs on paper will no longer be accepted. Self-made photographs are not permitted.

To ensure a smooth process when applying for passport and ID documents, we ask that you have your photos taken by certified photographers or other certified providers.
The taking of photos at the Citizens' Registration Office is temporarily only possible to a limited extent.
For children under the age of 4, we recommend having their photos taken by certified photographers. This makes the application process easier.
