Passport issue for minors for the first time

The application of minors must be approved in writing by both parents (as long as they have joint custody). In the case of unmarried or divorced parents, consent can be given by the parent to whom the family court has granted sole parental custody of the child. The decision of the family court must be submitted with the application.

Furthermore, in the case of minors, one parent may sign at the time of application and the other parent may sign at the time of collection.

New from May 2025:

From May, only digital photos will be permitted for new ID documents. The photos will be taken directly at the Citizens' Registration Office (fee: EUR 6.00) or by certified photographers. Photographs on paper will no longer be accepted. Self-made photographs are not permitted.

To ensure a smooth process when applying for passport and ID documents, we ask that you have your photos taken by certified photographers or other certified providers.

The taking of photos at the Citizens' Registration Office is temporarily only possible to a limited extent.

For children under the age of 4, we recommend having their photos taken by certified photographers. This makes the application process easier.

The applicant must appear in person to apply for a passport (e-passport). The application is completed on the spot with the processor. The applicant only has to sign.

The personal appearance is essential because of the handwritten signature on the application form and the identity check. Identity can be proven by means of an official photo ID. This is usually an identity card.

However, the passport can also be collected by a person authorized in writing, who must provide proof of identity.

Birth, marriage or civil partnership certificate: As a precaution, please bring a certificate or the family register with you. This will save you a second visit if a data comparison is required in the event of a discrepancy. In the case of foreign documents, a translation by an interpreter/translator is also required. These must be publicly appointed or sworn in Germany. Documents and translations must be submitted in the original.
If you have other nationalities in addition to German citizenship, please bring the relevant documents with you.
If a passport is to be issued for children, please bring the child with you when applying! In the case of children of unmarried parents and children from divorced marriages, proof of sole custody must be provided(declaration of custody or custody order - note: birth certificate or acknowledgement of paternity do not regulate custody - please provide special proof, e.g. from the court or youth welfare office); in the case of joint custody, both parents must agree to the passport being issued for the child. If only one parent comes to the application, a declaration of consent from the other parent should be brought along.
In order to avoid cases of abuse (surrogate motherhood, circumvention of adoption regulations), the foreign embassy or consulate responsible for the place of birth is generally responsible for issuing the first passport or passport replacement document for children born abroad, regardless of whether the child's habitual residence has been transferred to Germany.

You cannot take your passport with you immediately after submitting your application, as it is produced at the Federal Printing Office in Berlin. If the passport is needed earlier, an express passport can be applied for.

Special information for District-free City Koblenz

Young people under the age of 18 can only collect their passport if accompanied by a parent or guardian. Alternatively, a power of attorney can be presented to collect an identity document from all persons with custody.
