Issuing a resident parking permit

For the initial application for a resident parking permit, an appointment must be booked in advance at the Bürgeramt.

If you lose your resident parking permit, you can go to the service center without an appointment or to the Citizens' Office with an appointment.

For an extension , it is possible to go to the service center without an appointment or to the citizens' office with an appointment.

• You must be registered as having your main residence in a part of Koblenz with parking space management.
• .
• You are a vehicle owner, i.e. you use a vehicle for your own account and have power of disposal over it. This means that your vehicle is registered in your name (from 01.01.2015, it is possible to keep the old registration number if you move to another registration district, but the address in the vehicle registration certificate must still be updated at the relevant registration office) or you are not the registered owner of the vehicle, but can submit a certificate of use from the owner or You are the owner of the vehicle, but are registered as the second or additional owner on the vehicle registration document (a copy of the vehicle registration document is required) or you have been provided with a company car by your company (the company must confirm this on the application for the parking permit and a tax certificate must be submitted).

• Another prerequisite is that you are not provided with a parking space. If you are a tenant of an apartment, this must be confirmed by the owner of the apartment or the landlord by submitting a current negative parking space certificate.

• You must also be in possession of a driving license valid in Germany.

• Vehicle registration document (always, even when renewing or changing vehicles within the validity period of the resident parking permit - the old parking permit must be brought along when changing vehicles)

• a negative parking space certificate for first-time applications and in the event of a change of residence

• for company vehicles, a corresponding certificate from the company regarding the use of the vehicle
• 
  
• if the vehicle used is registered to another owner, please submit a certificate of use.
  
  • From 2026 , a new negative parking space certificate must be submitted for each renewal.

Note:

• If you do not have all the documents available when you apply for the first time, you can immediately obtain a temporary resident parking permit for a period of 4 weeks.
• 
  
• No fees are charged when a temporary parking permit is issued.
• 
  
• The provisionally approved parking period will be offset against the final parking permit.
• 
  
• If you can present all the documents, the final resident parking permit will be issued to you directly (at the Service Center, without an appointment or at the Citizens' Office, with an appointment).
• 
  
• If you are unable to visit the service point or the Citizens' Registration Office yourself, you can authorize another person in writing and hand over the application documents with the power of attorney. (Copies of the documents are sufficient)

If you lose your resident parking permit, you must bring the following documents with you (to the service center, without an appointment or to the Citizens' Office, with an appointment):

• ID card
• vehicle registration document
• Signed declaration of loss - (this can be collected from the Citizens' Office in advance).
• If a personal visit is not possible: a power of attorney that the duplicate may be applied for and handed over (informal).

• The annual fee is calculated as follows: length vehicle (in meters) x width vehicle (in meters) x 0.45 x 52.
• 
  
• The fee for changes (e.g. after a change of vehicle or replacement issue after loss) is 15 euros.

• No fees are charged when a temporary parking permit is issued as part of the initial application. The provisionally approved parking period will be offset against the final parking permit.

• If the resident parking permit is returned in accordance with the new fee schedule (from 01.03.2024), a refund will be made:

  • § 8 Reimbursement of fees
  • (1) The reimbursement of fees for valid resident parking permits is based on full, unbroken weeks.
  • (2) If the permit that is no longer required is returned, the date of receipt by the authority is decisive for the calculation in accordance with Para. 1.
  • (3) If the vehicle is changed, any fee refund will be offset against the new fee. The annual fee for the new vehicle shall be calculated in accordance with § 5 of this regulation.

• The validity of a resident parking permit is 1 year!

• Please extend your existing permit in good time before it expires!
• 
  
• An extension is currently only possible a maximum of 4 weeks before expiry and only on site.
• If your parking permit has been expired for more than 3 months, an extension is no longer possible. The application constitutes a new application and the documents for a new application must be submitted accordingly.
