Village renewal: municipal funding

Source: BUS Rheinland-Pfalz

Village renewal is a state funding instrument to support municipalities that are responsible for their own structural development and is also part of an active structural policy for rural areas.

The aim of village renewal is to support the sustainable and future-proof development of the village and to maintain and further develop the village as an independent living, working, social and cultural space.

The main tasks of village renewal include, in particular, structural improvement measures that contribute to the stabilization and strengthening of village centers, for example

  • Conversion of vacant buildings that are characteristic of the village to residential and working use,
  • Improvement of the village image and safeguarding the structural order,
  • Preserving and renewing typical local and regional buildings and settlement structures,
  • Securing the local basic supply of everyday goods,
  • Restoring the unity of village and agriculture,
  • Creation and safeguarding of jobs close to residential areas,
  • Implementation of information, education and advisory work as part of village moderation.

  • New development and updating of existing village renewal concepts,
  • Planning and consulting services for private developers as part of the priority recognition,
  • Holistic process support for the implementation of the village renewal concept for the duration of the priority recognition - this can include, for example, concepts and measures for village ecology, energy transition, climate change adaptation and measures to combat vacancies.
  • Construction and other projects in the village:
    • Creation, maintenance and expansion of community facilities appropriate to the village, such as multi-functional houses, spaces for communal and community use as well as design adaptation to the townscape,

    • construction measures for the conversion, extension and expansion of older buildings that characterize the village and landscape with courtyards and green spaces, including interior work and additional expenses for listed buildings, energy and building ecology,
    • Conversion of village buildings or closure of gaps between buildings in true-to-scale, village architecture,
    • Demolition of buildings not worth preserving in the inner area to overcome urban planning deficiencies and to create orderly urban development, including unsealing and disposal of the demolition materials produced in the process on the basis of a meaningful village renewal/development concept for inner development and vitalization of the village centers,
    • Construction measures within the local area to maintain and create new workplaces close to residential areas, provided you are not eligible for economic development funds,
    • Municipal acquisition of undeveloped land, provided that the land is used for the implementation of a municipal project within the meaning of the Village Administrative Regulation applied for within five years of purchase,
    • Creation, maintenance and expansion of village-friendly open spaces, squares, inner village connecting paths and leisure and recreational facilities - particular attention should be paid to climate-friendly design,
    • Initiatives and measures to promote village ecology, climate protection and climate change adaptation,
    • Projects, implementation of model studies, project-related special reports, competitions and projects as well as the preparation of information bases that serve the decision-making process for village development and that do not fall under points 21 to 2.2.10 of the VV-Dorf.
