Persons who wish to work as a prostitute must attend a health consultation before registering for the first time. After registering their activity, prostitutes aged 21 and over must attend the health consultation at least every twelve months. Prostitutes under the age of 21 must attend a health consultation at least every six months. The person receiving advice will be issued with a certificate confirming the health advice provided. This can be issued in anonymized form and the administrative services are subject to a fee.

Violations of the obligation to seek health advice may be punished by law if the person without a certificate does not comply with the request by the competent authority to seek health advice within a reasonable period of time and submit the corresponding certificate.

Special information for Administrative District Mayen-Koblenz

In accordance with its legal obligation, the Mayen-Koblenz Health Department offers health counseling in accordance with § 10 of the Prostitutes Protection Act (ProstSchG).

The certificate of participation in health counseling in accordance with § 10 Prostitute Protection Act is a mandatory requirement for registration in accordance with § 3 ProstSchG and the issuing of the registration certificate or alias certificate by the registration authority.

In Rhineland-Palatinate, registration in accordance with § 3 is carried out by the districts and independent cities.

District of Mayen-Koblenz:

City of Koblenz:

Prostitutes who wish to work in the city of Koblenz must contact the Koblenz city administration (Ordnungsamt, Ludwig-Erhard-Straße 2, 56073 Koblenz) to register.

The certificate of health advice must then be carried along with the registration or alias certificate when working.

There is a fee of 40 euros for the health consultation and issuing of the certificate, which must be paid in cash on the day of the consultation. The consultation certificate is issued directly and given to the employee. It only contains the name or alias, the date of birth and the date of the consultation as well as the issuing authority. There is no indication of the address, for example.

It should also be noted:

  • The initial health consultation must take place at the health authority responsible for the place where the registration is made. This means that those affected cannot freely choose the responsible health authority. They must therefore first decide where they want to register and then, depending on this, visit the health authority responsible for the place of registration. It is strongly recommended that you contact the public health department by telephone first, as consultations can usually only be offered by appointment. The Koblenz Health Department is responsible for the city of Koblenz and the district of Mayen-Koblenz.
  • According to § 4 (3) ProstSchG, the certificate of health counseling must not be older than three months at the time of initial registration with the public order office.
  • The certificate of counseling according to § 10 ProstSchG can also be issued under a pseudonym, i.e. an alias, but the first certificate from the public health department (i.e. before the first registration) can only be issued in the real name. If the prostitute has then registered and can obtain an alias certificate from the registration authority, he/she can come to the public health department with this alias certificate and have a new counseling certificate issued in the alias name.

There is no charge for reissuing the consultation certificate in the alias name. It is also not necessary to make an appointment, but this can only be done on Thursday mornings during the open (i.e. not appointment-based) STD advice center.

The health consultation must be repeated at annual intervals, for prostitutes under the age of 21 at six-monthly intervals. As part of a transitional arrangement, prostitutes who received their first consultation by 31.12.2017 and are aged 21 or over do not need their next consultation until two years after the initial consultation. However, anyone who completed their initial consultation after January 1, 2018 can no longer benefit from the transitional regulation.

Health consultations in accordance with Section 10 of the Prostitute Protection Act are currently only offered at the Koblenz Health Department (i.e. not in Mayen and Andernach).

The consultations only take place by appointment (i.e. no "open" consultation hours).

It is therefore always necessary to make an appointment by telephone (Ms. Frank, 0261 - 914807 - 28)

The offer of anonymous, free advice and possibly also testing in the area of sexually transmitted diseases by the public health department remains unaffected and will continue to be maintained. It has nothing to do with the ProstSchG* and is also aimed at the general population. For prostitutes, voluntary participation in this offer does not replace counseling in accordance with § 10 ProstSchG.

*For organizational reasons, however, the transfer of health consultation certificates to aliases takes place during these consultation hours, if such a transfer is desired in individual cases (is voluntary).
