Obstruction by parked vehicles in stationary traffic

Wrong-way parkers or parked vehicles without a valid parking ticket are omnipresent and can pose a danger to all road users. Accordingly, improper parking can carry fines, warnings or fines as well as the towing of a motor vehicle.
Competent authorities
The competent authority for police duties in road traffic (traffic monitoring) for the prevention of hazards caused by stopped and parked vehicles on public roads and squares, with the exception of federal highways, is the municipal administration of the municipality not belonging to an association, the association municipality administration and, in cities not belonging to a district and large cities belonging to a district, the city administration as the local regulatory authority (Section 7 No. 1 of the State Ordinance on Responsibilities in the Field of Road Traffic Law of March 12, 1987). If this authority is unable to avert the danger or is unable to do so in time, the police will take action (Section 1 (8) sentence 1 of the Police and Regulatory Authorities Act (POG)).
