Apply for a certificate of eligibility for housing

You can submit the application to the responsible office in person or in writing. The person seeking accommodation must submit a declaration of income for themselves and each person in their household.

Please contact the administration of the municipality/association municipality/city administration of your place of residence or future place of residence.

For the issue of general housing entitlement certificates: The administration of the independent municipality/association municipality/city administration of the place of residence or future place of residence.

For the issue of special housing entitlement certificates: The administration of the independent municipality/association municipality/city administration of the future place of residence.

Households whose qualifying income does not exceed the relevant income limit receive a housing entitlement certificate. The income limit depends on the number of people in the household and the relevant subsidy programs. A housing entitlement certificate is issued if the total income of the household does not exceed the income limit according to § 13 LWoFG. The total annual income is made up of the gross annual income of all persons belonging to the household. It is calculated in accordance with the State Housing Assistance Act.

In exceptional cases, a housing entitlement certificate can also be issued without complying with the relevant income limits to take into account the special needs of a member of the household or to avoid particular hardship. This must be examined according to the circumstances of the individual case.

There are no fees or costs.

The certificate of eligibility for housing must be presented to the landlord or landlady before moving into a subsidized apartment.
