Development plan
Source: BUS Rheinland-PfalzBefore plans are made to build on a plot of land, you should clarify whether a development plan exists for the plot or, if applicable, what stipulations are made in this development plan. If there is no development plan, the permissibility of building projects in outdoor areas and unplanned inner areas is governed by the German Building Code (BauGB).
The development plan stipulates in a legally binding manner which buildings and other facilities are permitted on a property.
A qualified development plan specifies at least the following
- the type of building use (e.g. residential, mixed, commercial area),
- the extent of building use (e.g. number of storeys and floor area, height, number of full storeys),
- the area of the property that can be built on (e.g. building lines, building boundaries),
- the local traffic areas.
The development plan is the most important planning tool for guiding and organizing the urban development of a municipality in Germany. There is a development plan for most areas in Ingelheim. This regulates the structural use of land in the urban area. The decisive factor is for what purpose and how it is built; whether for residential or commercial use, what area the buildings should occupy and what construction method is chosen.

Public announcements and interpretations of development plansWhen new development plans are drawn up or amended, there is a precisely regulated procedure described in the Building Code. Among other things, the plans, including the associated explanatory statement, environmental report and expert opinions, must be put on public display for a certain period of time. All current public displays are presented on this page. You will see a link to all relevant documents relating to the respective urban land-use plan. If you have any suggestions regarding a plan, you can submit them to us informally in writing or give them to us for the record. The development plan and the associated documents can also be viewed at the town hall and in the display case in front of the town hall. Further information can be found in the public announcement.
