Apply for a citizenship card
Source: BUS Rheinland-PfalzYou can file an application to determine the existence of your German citizenship if there is a justified interest in a declaratory judgment.
An interest in a declaratory judgment exists, for example, if
- German authorities or courts demand that you have any remaining doubts about your German citizenship clarified by the citizenship authority following their own examination of existing evidence (e.g. German identity papers or birth certificates), or
- in exceptional cases, despite presenting valid German proof of identity (e.g. passport or identity card) to German or foreign authorities or courts, you must prove your German citizenship with a special document.
If the citizenship authority determines upon your application that you have German citizenship, you will receive a special document (citizenship certificate).
- You must apply to the relevant citizenship authority to establish the existence of German citizenship and to obtain a citizenship card.
- If necessary, a personal consultation at the citizenship authority may be required.
- To submit your application, please use the application form provided by the citizenship authority for download or sent to you on request.
- Submit the completed application form with all documents (see "Required documents") in clearly legible copies (on white paper, DIN A4) to the citizenship authority.
- Once the application documents have been received, the citizenship authority will contact you. You do not need to do anything else before then.
- In the course of the procedure, the citizenship authority will ask you to submit the original documents for verification; you will then receive the documents back immediately.

- Upon receipt of your application, you will receive a confirmation of receipt.
- If all documents have been received in full, your application will be reviewed.
- Once the examination has been completed, you will receive an appointment to hand over your citizenship card and pay the fee if the result is positive. At this appointment, you must present the original copies of the documents sent to you.

Responsibility lies with the district administrations and independent cities.
- You have German citizenship or at least suspect that you do (for example, because you have German ancestors).
- You usually reside in Germany.
- You must credibly demonstrate a legitimate interest in the determination. Such an interest is credible if you state certain facts which make it appear predominantly probable to the citizenship authority that the determination of the existence of German citizenship is relevant for a purpose worthy of protection (for example, because a German public authority has doubts about your German citizenship and expressly requests the presentation of a proof of citizenship).
- Fully completed application form
- Proof of identity (foreign passport, recognized foreign passport replacement document or another official foreign identity document with photo, for example an identity card or ID card)
- Proof that German citizenship was previously held and, if applicable, is still held:
- German identity documents (for example, passport, child ID card, identity card),
- Naturalization certificates,
- certificates or documents on the acquisition of German citizenship by declaration or option,
- late repatriate certificates,
- ID cards for displaced persons,
- registration certificates,
- refugee identity cards,
- certificates of appointment (for civil servants),
- certificates of citizenship,
- certificates of origin,
- certificates or identity cards concerning legal status as a German or German national or
- Documents relating to membership of the group of persons to whom collective naturalization applied (e.g. proof of - former - right of origin, citizenship or residence in the areas concerned, certificates of waiver of the right of renunciation).

The fee for the declaratory decision is EUR 51
Remark:
For reasons of equity or public interest, a fee reduction or fee exemption may be granted.
There are no additional costs for issuing the certificate of nationality.
For special shipping options (e.g. registered mail or cash on delivery), additional expenses will be charged to cover costs.
A nationality card will only be sent if the determination fee and any expenses have been paid in advance or if cash on delivery is requested

Remark: URL for fee calculation
The citizenship card is issued for an unlimited period of time.
The duration of the application processing depends, among other things, on the factual accuracy of your information and the completeness of your application documents. It also depends on which, if any, difficult facts need to be determined in order to be able to make the requested determination. Depending on this, it may take a few weeks or even longer than a year to reach a final decision on your application.

Appendix Reasons for acquisition Overview of the most important current and previous reasons for acquiring German citizenship
- Certificates of citizenship are only issued if this is necessary to prove German citizenship to German or foreign public authorities or is at least useful in individual cases (e.g. for a civil service appointment or adoption). If the existence of German citizenship is not in doubt, applications for declaratory judgment are generally not granted.
- The certificate of citizenship is not proof of identity. It cannot be used for travel or as a substitute for an identity card.
- As a rule, you do not need a nationality card to prove that you have German nationality. It is generally sufficient for you to present a valid German passport or a valid German identity card. You should therefore only apply for a nationality card if you have been requested to do so in text form by an official body.

01.08.2024: Revised "FDGO information sheet"
We have updated our FDGO leaflet at Apply for naturalization once again and clarified some points.
22.07.2024: Revised information sheets and forms
Due to the reform of the citizenship law, we have revised our information sheets and forms under Apply for naturalization to the new legal situation (as of 07/2024).
27.06.2024: New confession and declaration of loyalty
Since 27.06.2024, in addition to the commitment to the free democratic basic order, a commitment to Germany's special historical responsibility for the National Socialist reign of injustice and its consequences, in particular for the protection of Jewish life, as well as to the peaceful coexistence of peoples and the prohibition of waging a war of aggression, must be made in the naturalization procedure. In this regard, we have published a new "Information sheet FDGO " under Apply for naturalization for naturalization. All persons who have reached the age of 16 and have not yet been naturalized must submit the new declaration of faith in writing from 27.06.2024. Persons who have already applied to us in person will be informed separately in writing or by e-mail after 27.06.2024.
27.06.2024: Questions and answers: Reform of the nationality law
The new citizenship law was promulgated in the Federal Law Gazette on 26.03.2024 and came into force on 27.06.2024.
The new regulations apply to all pending naturalization applications from the date of entry into force. For naturalization applications submitted by 23.08.2023, the version in force prior to 27.06.2024 still applies with regard to securing a livelihood, insofar as it contains more favourable provisions.
Multiple nationality
From 27.06.2024, naturalizations will generally take place with the acceptance of multiple nationality. It will then depend exclusively on the nationality law of the country of origin whether the previous nationality can be retained or may be lost with the acquisition of German nationality. Binding information on the nationality law of another country and the administrative practice there can be provided by the competent authorities of that country. Germans who acquire another nationality can also retain their German nationality without further ado. A retention permit is no longer required.
Assurances of naturalization
Naturalization applicants who have received an assurance of naturalization no longer need to pursue the process of being released from their previous citizenship. We will, after entry into force of the law and inform you about the significant changes for you and how to proceed .
Notices of conditions
Persons whose naturalization was subject to the condition that they must complete the procedure to be released from their previous citizenship after naturalization no longer have to complete the procedure to be released from their previous citizenship. Corresponding conditional decisions issued by the Rhein-Pfalz-Kreis district administration are to be regarded as invalid from 27.06.2024.
Option obligation according to § 29 StAG for children born in Germany
Persons who, according to § 4 para. 3 StAG, have acquired German citizenship in addition to their foreign citizenship by birth in Germany to foreign parents, no longer have to choose a citizenship. The option obligation no longer applies .
Application for dismissal or retention of German citizenship (§18, 25 para. 3 StAG)
Due to the general acceptance of multiple nationality from 27.06.2024, §§ 18 to 25, 27 and 29 StAG will be deleted without replacement. The services " Dismissal of German citizenship " and " Loss/retention of German citizenship " are no longer required and will therefore no longer be offered with immediate effect.
