Applying for permission to temporarily exercise the veterinary profession

The temporary and occasional practice of the profession of veterinarian from EU Member States without a license must be reported to the competent authority.
To report the provision of services in accordance with the Federal Veterinary Regulations, please contact the Rhineland-Palatinate State Examination Office.
The State Chamber of Veterinary Surgeons must be notified immediately, at the latest after one month, of the commencement, termination and transfer of the veterinary profession.
You must submit the following certificates when registering:
- Proof of nationality,
- Proof that you are legally established as a veterinarian in a Member State and that you are not prohibited, even temporarily, from practicing this profession at the time the certificate is submitted,
- proof of professional qualification (veterinary diploma, examination certificate or other proof of veterinary qualification).
- if applicable, information on insurance cover/professional liability
- knowledge of the German language required to perform the service must be available
- Notification of the duration, frequency, regular return and continuity of the service
The certificates must not be older than 12 months at the time of submission.
Repeated notifications:
- Submission of an updated certificate from the competent authority that the notifier is legally established as a veterinarian in a member state and that at the time of submission of the certificate the exercise of the profession is not prohibited, not even temporarily
- Notification of the duration, frequency, regular return and continuity of the service
Official acts in accordance with the Federal Veterinary Regulations are subject to a fee.
The fees are determined in accordance with the applicable state ordinance on fees in conjunction with the special fee schedule (basic rate: EUR 15.80 to EUR 95.00).
The subject matter of the fee falls within the scope of Directive 2006/123/EC of the European Parliament and of the Council of December 12, 2006 on services in the internal market (OJ EU No. L 376 p. 36). According to Article 13 (2) sentence 2 of the Directive, the fee to be set may not exceed the costs of the procedure; the significance, economic value and other benefits are therefore not taken into account when setting the fee).

You must notify the competent authority before providing the service for the first time or immediately after providing the service if prior notification was not possible due to the urgency of the activity. The notification must be renewed once a year.
