State care allowance
Source: BUS Rheinland-PfalzSeverely disabled people receive care allowance in accordance with the State Care Allowance Act to compensate for the additional expenses caused by their disability. The state care allowance is a benefit from the state of Rhineland-Palatinate.
The state care allowance amounts to 384 euros per month. Eligible persons who are not yet 18 years old receive half of this amount.
Benefits paid for the same purpose in accordance with other legal regulations are taken into account. Home care benefits from statutory long-term care insurance are offset in the amount of the care allowance, even if they are benefits in kind.
From care level 3, there is no longer an entitlement to state care allowance, as the care allowance from the care insurance fund is higher than the state care allowance.
The state care allowance must be applied for from the competent authority.
The authority can obtain a medical report to assess whether there is a disability that justifies an entitlement.
The competent authority for the implementation of this law is the district administration, in independent cities the city administration, in whose district the severely disabled person has their habitual residence.

Only persons who are severely
- who are severely disabled,
- who have reached the age of one,
- whose habitual residence is in Rhineland-Palatinate.
Persons are also eligible under Regulation (EC) No. 883/2004 of the European Parliament and of the Council of April 29, 2004 on the coordination of social security systems, as amended, or other legal acts of the European Union.
On the basis of this regulation, employees working in Rhineland-Palatinate can receive Rhineland-Palatinate state care allowance. The prerequisite is that people are covered by health insurance. Their place of residence does not have to be in Rhineland-Palatinate, but can also be in a neighboring country (e.g. Belgium, Luxembourg or France). The entitlement also applies to family members.
Medical certificates, care insurance certificates for care services and, if applicable, a copy of the severely disabled person's ID card can be attached to facilitate the application process.

The time required for processing varies greatly and cannot be determined from the outset.
