Source: BUS Rheinland-PfalzBefore reporting blockages, it should be ensured that they are not located on private property. The property owner is responsible for the pipes on the property up to the main sewer and is obliged to maintain them. The inspection chamber, if available, can be used to check whether the wastewater is still flowing properly from the property and whether the blockage must be in the municipal network. If an inspection chamber is available, it is usually located on the property or as an inspection chamber in the building (for example in the basement or connection room). It should be accessible at all times.
- Name, address and callback number of the person reporting the blockage,
- Details of the location of the blockage (street, house number),
- if possible, describe the exact location.

In the association municipality of Offenbach, the limit of responsibility for the maintenance of sewer connections lies at the property boundary.
This is defined in the General Drainage Statutes of the Association of Municipalities of Offenbach in §2 (definitions no. 4 + 7, "property connection" and "property drainage system"). The obligation to bear the costs/maintenance is described in more detail in §§ 10 and 11.
