Change of residence

For children up to the age of 16, the person into whose home the children are moving must carry out the registration. If necessary, the consent of the legal guardian is required.
To register, you must complete and sign the official registration form. You must hand this in personally or instruct another suitable person to hand it in.
Depending on the offer of the municipality, it may be possible to dispense with filling in the registration form and to receive the data directly if you appear in person at the competent office. You must then confirm the accuracy of the data on a printout by signing it.
Family members and members of a civil partnership should use a joint registration form if they move from a joint dwelling to a new joint dwelling on the same day.
Following the registration, you will receive a registration confirmation.
If the competent authority of your new place of residence has opened an Internet access for the registration, you can also transmit the required information via this access using a qualified electronic signature.
You cannot use this service if you are
- move from abroad or
- use a pseudonym instead of your name in your electronic signature.

- identity card or passport, if the person obliged to register is over 16 years of age

The registration office may request the submission of further documents which serve as proof of the information provided (e.g. birth certificate, marriage certificate, divorce decree).

If you do not comply with your obligation to re-register or do not do so in good time, you are committing an administrative offence which may be punishable by a fine.
To vote in a parish election, you must have lived in the parish for at least three months and be eligible to vote. If you register with a municipality with your main residence, you will automatically be entered on the electoral roll for the next upcoming election or vote. Special rules apply to the European elections for foreign citizens of the Union.

From 01.05.2025, only digital photos may be used to apply for passports and ID cards.
You can take a photo at a self-service terminal in the Citizens' Service Center in Stadthaus Kaiserstrasse. If you have an appointment at one of the local administrations from May onwards, you must have a digital photo taken beforehand in a photo studio or drugstore. We are no longer allowed to use printed photos. We will not be able to process your application without a digital photo and a new appointment will have to be made.
Appointments can only be made online, except for the following services in the Citizens' Service at counter 20:
- Registration certificate/life certificate
- Collection of ID documents
- Activation of the online function and PIN change of the ID card
- PIN change of the electronic residence permit (but no activation. This is only possible at the foreigners authority)
- Change of address for ID documents
- Change of vehicle registration document
- Tax ID

Monday: 8 am to 12.30 pm and 2 pm to 6 pm
Tuesday: 8 am to 12.30 pm and 2 pm to 5 pm
Wednesday: 7.30 am to 1 pm
Thursday: 7.30 am to 1 pm
Friday: 7.30 am to 1 pm
Appointment customers should present the appointment confirmation sent to them by email at the information desk. They will then be granted admission. Please arrive on time for your appointment, i.e. not too early, but also not late. This is the only way to guarantee the security measures.
Please note that almost all services can also be provided at the local offices.
