Vehicle registration only with direct debit authorization for vehicle tax

Anyone registering or re-registering a new vehicle must issue a direct debit authorization for vehicle tax for the main customs office in Ulm. The direct debit authorization for vehicle tax is only valid for the registered vehicle and expires when it is deregistered.

Due to the changeover to the SEPA direct debit procedure, you must generally submit a SEPA direct debit mandate for the collection of vehicle tax each time you register a vehicle. The SEPA direct debit mandate valid for the Mainz registration authority can be found in the "Forms" section at the bottom of this page and in paper form on site.

Applications and information on tax relief for a vehicle can be found at www.zoll.de. You can submit applications for tax relief due to severe disability to the registration authority as part of the registration process. To do so, you must present the original of your severely disabled person's pass.

Overdue fees at the registration authority

Registration is dependent on you having paid all overdue fees incurred in connection with the registration. You can pay overdue fees on the spot as part of the registration process.

For vehicles from the Federal Republic of Germany

• Valid original identity card or passport of the owner
• Registration certificate part II (vehicle registration document)
• Electronic insurance confirmation (seven-digit eVB code)
• SEPA direct debit mandate for vehicle tax, please use the form provided here (also available on site at the registration authority)
• COC document or EEC certificate of conformity

For vehicles from other EU countries:

• Confirmation from the manufacturer or authorized dealer that no vehicle documents have yet been issued
• COC document or EEC certificate of conformity
• Purchase contract or invoice for the purchase of the vehicle

For vehicles from non-EU countries:

• Confirmation from the manufacturer or authorized dealer that no vehicle documents have yet been issued
• COC document (for vehicles with EU type approval), otherwise
• Expert opinion in accordance with Section 21 of the Road Traffic Licensing Regulations (StVZO)
• Clearance certificate from customs
• Purchase contract or invoice for the purchase of the vehicle

If represented by an authorized person, additionally:

• ID document of the authorized person (and of the person granting the power of attorney!)
• Signed declaration of authorization

If the vehicle is registered to a minor, additionally

• written consent of both legal guardians
• identity documents of the legal guardians
• Custody judgment, if applicable

The following documents are also required for commercial licenses:

for companies entered in the commercial register

• Extract from the commercial register (at the local court) / business registration (not older than three years in each case)
• Power of attorney from managing director or authorized signatory with ID (copy) in the case of registration by a third party
• ID of the authorized person
• for the cab or car rental business: original or copy of the license certificate

for liberal professions (e.g. lawyers, doctors)

• If possible, current proof of freelance or self-employment

for professions with business registration

• Business registration (not older than three years; if necessary, have the trade office confirm that it is up to date)
• for cab or car rental business: original or copy of license certificate

for associations (e. V.)

• Extract from the register of associations
• Power of attorney of the representative person or persons with ID (copies) in the case of registration by a third party
• ID of the authorized person

for companies under civil law (GbR)

• Overview of all shareholders (shareholder agreement)
• Power of attorney and declaration as to which natural person is to be authorized (signed by all shareholders)
• Identification of all shareholders
• For cab or rental car business: original or copy of license certificate

Special vehicle use If the business suggests a special vehicle use (cab, rental car, self-propelled rental vehicle, public bus, passenger transportation), the completed and signed "Vehicle use" form is also required. Please use the form provided (also available at the local licensing authority).
