The lower building supervisory authority is responsible for issuing a partial building permit. This is the district administration, in independent and large towns belonging to the district, the municipal administration or the association of municipalities administration if it has been assigned building supervision tasks (Diez and Konz association of municipalities administrations).

A partial building permit can only be granted upon written application; this must be accompanied by all documents required for assessment. These must be determined in consultation with the locally responsible lower building supervisory authority.
