The term "child and youth protection" refers to a wide range of regulations and measures that help to protect children and young people from dangers to their well-being. Young people are entitled to healthy mental, physical and psychological development as well as protection from physical and emotional neglect, maltreatment and sexual abuse.

There are potential risks in many different areas of life, such as alcohol, tobacco and drug consumption, as well as the misuse of medication, eating disorders and other addictive substances.
Children and young people are also threatened or affected by violence in all its forms, from which they need to be protected.
Due to technological developments, there is also a risk of harm from the media, including the internet, computers and music.

At the level of the Eifel district of Bitburg-Prüm, the main aim is to bundle the tasks and interests of youth protection in such a way that clear responsibility for this area is established and the necessary cooperation and communication between the relevant institutions is ensured.

Legal protection of children and young people

The statutory protection of minors, also known as the controlling and regulating protection of minors, comprises the area of work of "classic youth protection" and thus measures that work towards compliance with statutory provisions.

At district level, the Youth Welfare Office, in cooperation with the local regulatory authorities and the police, has the task of ensuring that children and young people are kept away from influences that are harmful to young people by means of advice, education and checks in the relevant establishments. The best known of these are certainly the regulations on staying in restaurants and bars or on the sale of alcoholic beverages and tobacco products to children and young people. But the Youth Welfare Office is also active in other areas. The Youth Welfare Office is responsible for the following tasks

Educational child and youth protection

The legal basis for the educational protection of children and young people can be found in Sections 2 (2) and 14 of the Child and Youth Welfare Act - Eighth Social Code (SGB VIII) and Sections 15 et seq. State Act on the Implementation of the Child and Youth Welfare Act (AGKJH) Rhineland-Palatinate. This component of youth protection covers all measures and services that either enable children and young people to deal with potential sources of danger on their own responsibility or support those in contact with children and young people (parents, educators, teachers) in assuming responsibility for the well-being of the people entrusted to their care.

Educational child and youth protection therefore has more of a preventative function, in that action is always taken on the basis of concretely observable potential dangers before the "child has fallen into the well". It focuses on the areas of addiction prevention, violence prevention, media education and health education. Social developments and changes are always monitored to determine the extent to which they give rise to new or additional need for action in child and youth protection measures.

With jugendschutzaktiv.de , the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth has its own Internet portal on the subject of youth protection. The site primarily provides information on the Youth Protection Act and its application. In addition to information for parents, all regulations on the protection of minors that are relevant for employees in retail, restaurants, nightclubs, petrol stations and other establishments are explained.
