Promote care for the elderly through compensatory procedures
Source: BUS Rheinland-PfalzThe basic principle of the compensatory procedure, which was introduced in 2004, is that all care institutions for the elderly in the country, whether they are training or not, contribute to the financing of training costs.
All institutions pay into the so-called "compensation pool", from which the training institutions receive payments for the training allowances paid. This procedure avoids competitive disadvantages for the training institutions, since a single compensatory amount per day does not make them more expensive than institutions which do not provide training or are in direct competition with them.
In 2017, around 1,280 fully inpatient, semi-stationary and outpatient care facilities as well as other institutions not approved as a nursing home will be involved in the compensation procedure. In the 2017 calendar year, they will pay a total compensation amount of around EUR 30.7 million, which will be reimbursed to the training institutions for the training allowances they have paid. Fully inpatient, semi-stationary and non-nursing care facilities are reimbursed 50% of the actual training allowance per pupil and outpatient care facilities 80%.
This levy volume, totalling around EUR 30.7 million, will be distributed among the institutions in accordance with uniform principles. For a full stationary seat, this amount is 2.09 euros per day per person for a full-stationary seat with a capacity utilization of 95 % in the calendar year 2017, and 1.19 euros per day per person for a semi-stationary place with a capacity utilization of 60 % per day. On the other hand, the outpatient care institutions, which are not approved as nursing homes, may refinance the compensatory amounts they collect by means of a percentage surcharge on the care services of 3,1581 % in the calendar year 2017.
