Change register entries for rail vehicles

You can only apply for changes to the vehicle register online via the "e-Service NVR" application system.

• If you do not yet have access to the "e-Service NVR" application system, please apply to the Federal Railway Authority using the appropriate form.
• Open the website of the Federal Railway Authority's "e-Service NVR" application system.
• Log in with your user data that you specified when applying for access to the "e-Service NVR" application system.
• Select the desired application form for changing or adding to your vehicle registration.
• Complete the application form step by step. You can download a PDF file from the application system to help you complete the form.
• Upload the required documents (supporting documents) as a file (PDF, JPEG or JPG, PNG, TIFF or TIF, DOCX or DOC, XLSX or XLS) and send the application. The file size must not exceed 100 MB.
• Send the application to the EBA.
• The EBA will process the application. If there are no deficiencies, the application processing will be completed and returned to you in the "e-Service NVR" application system. If there are any deficiencies, the application will be returned to you for further correction.
• Once the application has been completed, the EBA will send you a letter by post confirming the registration.
• You will also receive a notification of costs by post. Pay the fee.
  

• You own a railroad vehicle and have a valid keeper code (VKM) and an organization code (OC).
• You have access to the "e-Service NVR" application system. You can apply for this via an application form at the EBA.
• The rail vehicle has a German vehicle number.
  

• when the status changes to "Active" or when non-technical data is changed:
  • Valid registration documents, for example:
    • Marketing authorization
    • Authorizations from other Member States
    • Authorization for placing in service
    • Series approvals in conjunction with a declaration of conformity
  • if available: EC declaration of verification for rolling stock or EC declaration of verification for control-command and signaling systems (CCS)
• if the status changes from "Active" to "Code 33 Deleted/Scrapped":
  • Proof of dismantling or scrapping
• for change of ownership:
  • Document confirming consent to the change of ownership from the person who previously owned or now owns the vehicle and is not submitting the application
  • Valid maintenance center certificate (ECM certificate) for the vehicle type concerned (exceptions to the ECM certification requirement must be justified and proven separately)
• in the event of a change of address, if the maintenance center (ECM) is changed:
  • Valid maintenance center certificate (ECM certificate) for the vehicle type concerned (exceptions to the ECM certification requirement must be justified and proven separately)
• in the event of changes to technical data:
  • Description of the conversion measure that leads to the assignment of a new vehicle number
  • Declaration as to whether the conversion in question is subject to approval (if yes, new registration documents must be enclosed with the application)

Alternative evidence can be agreed with the EBA on a case-by-case basis. Depending on the type of modification, you can also submit further supporting documents.

The fees for amending or supplementing data in the Vehicle Register are based on the Federal Railway Authority's special Fees Ordinance (Section 7; No. 7.28; EBABGebV).

Amendment and supplementation of data in the Vehicle Register:

• EUR 12.00 per vehicle, maximum EUR 7,000 per application

The application procedure for access to the "e-Service NVR" application system is free of charge.

The fees for amending or supplementing data in the Vehicle Register are based on the Federal Railway Authority's special Fees Ordinance (Section 7; No. 7.28; EBABGebV).

Various railway-specific legal bases must be observed with regard to the vehicle register.

These include, for example, the Railway Commissioning Authorization Ordinance (EIGV), which requires in Section 38 (2) that keepers of railroad vehicles must be notified electronically of changes that must be entered in the vehicle register.

• Contradiction
  • You have one month to lodge an objection to the notifications of facts and costs that the EBA sends out in connection with applications to change the vehicle registration.
• Action before the administrative court

It is planned to discontinue applications for vehicle registration or changes to a vehicle registration via the "e-Service NVR" at the EBA at the end of 2024. From this date, you will only be able to submit applications via the European Vehicle Register (EVR).
