If you have witnessed an administrative offense, e.g. a traffic violation, you can report this fact to the responsible fine office or to the police. However, you are not obliged to do so. The authority decides whether proceedings will be initiated as a result at its dutiful discretion. You are therefore not entitled to it even as a possible injured party.
