If you, as the responsible leader of a traditional shooting association, wish to shoot with cartridge ammunition at events that serve the custom, you require permission to shoot with a firearm.
Members of a traditional shooting association are entitled to acquire and possess single-shot long guns and up to 3 repeating long guns and the associated ammunition. A certificate of membership in a traditional shooting association is required for this.
Customs are understood to be the practice of a long-standing tradition. In most cases, this practice has a historical background or a regional custom. In this context, shooting with a firearm must fulfill a necessary purpose for the practice of the custom and must not be the sole or predominant purpose.
A responsible leader from the traditional shooting association must be appointed for permission to shoot outside shooting ranges at events that serve to promote customs. In addition, proof of liability insurance cover must be provided.
Permission is granted for a maximum of 5 years.

You submit the application to your competent authority.

To obtain permission to shoot with a firearm for a responsible leader of a traditional shooting club, you will need to provide the following information:

Details of the responsible leader:
- First name and surname
- Date and place of birth
- Place of residence
- Home address
- Number, date of issue and issuing authority of the passport or identity card
- Name and address of the traditional marksmen's association
for firearms:
- Number and type
- Category or registered trademark of the manufacturer
- Model designation
- Caliber
- manufacturing number
- CIP proof mark, if applicable
for other weapons:
- Quantity
- Type
for ammunition:
- Number and type
- Company or registered trademark of the manufacturer

- CIP ammunition test mark, if applicable
Details of the event(s):
- Date or duration of the event (also for subsequent years)
- Subject of the event
- Location of the event
- Details of why your custom requires shooting with a weapon
Safety concept and information on the safe storage of weapons
Certificate of competence of the responsible leader
Membership certificate of the responsible leader

The authority checks whether you are reliable and personally suitable in accordance with the Weapons Act.

For this purpose, the authority will obtain the following information

Information from the Federal Central Register
Information from the central public prosecutor's register of proceedings
Statement from the State Office of Criminal Investigation
Statement from the local police station
Statement from the State Office for the Protection of the Constitution
If there are any doubts about your personal suitability, the firearms authority may require you to obtain an official medical, specialist medical or specialist psychological certificate. You must pay the costs for this.

Once the examination has been completed, the weapons authority will inform you of the decision on your application.

You send the application to the relevant firearms authority.

As the responsible leader, you can be issued a permit to shoot with a firearm from a traditional marksmen's association if you

have reached the age of 18 (Section 2 (1) of the Weapons Act (WaffG)),
have the required reliability (§ 5 WaffG) and personal suitability (§ 6 WaffG),
have demonstrated the necessary expertise (§ 7 WaffG),
have demonstrated a need (§ 8 WaffG)
Proof of liability insurance

If you are under 25 years of age, you must also submit a psychological report in accordance with Section 6 (3) WaffG.

You can prove your need for firearms by participating in an upcoming event and being a member of a traditional shooting association. Shooting at the event must be for the purpose of practicing customs.

You must submit a safety concept for the planned shooting procedure and the planned storage of weapons and ammunition.

The authorities will check whether you are reliable and personally suitable in accordance with the Weapons Act.

The authority will obtain the following information for this purpose:
