Designate an inspection body for phytosanitary inspections
Source: BUS Rheinland-PfalzIf you wish to operate an inspection body for phytosanitary checks, you must apply for designation (inclusion in the "list of inspection bodies"). The designation/use of an inspection post for the inspection of import consignments (at an inspection post other than a border inspection post) is subject to the following conditions and obligations: -
- Forwarding of consignments to designated inspection posts must be notified to the competent authority via TRACES (TRAde Control and Expert System) in good time, at the latest upon leaving the border inspection post of entry, for a phytosanitary inspection by submitting a GGED-PP.
- Forwarding of import consignments of plants, plant products or other objects (consignment) from the border inspection post to the inspection posts must be organized in such a way that any possible infestation with quarantine pests in the consignment cannot escape into the environment. In particular, the means of transportation must be tightly closed and sealed in accordance with customs regulations.
- With the exception of further measures ordered by the competent authority, the consignment must be stored exclusively at the designated control points until phytosanitary release (validation in TRACES). The consignment must be kept under lock and key until the phytosanitary inspection.
- If the competent authority authorizes an early unloading of the consignment at a designated inspection body, the responsible employees of the company must check the products (including the accompanying (wooden) packaging) for live pests or signs of other infestation (symptoms, signs of infestation, bore dust, etc.) on their own responsibility. In preparation for a phytosanitary inspection of wooden packaging material, the load carriers must be arranged with a minimum distance between the rows of 1 m or no higher than 2 m. At the request of the competent authority, the load carriers must be rearranged.
- The occurrence or suspected occurrence of Union quarantine pests and pests regulated by EU emergency measures (within the meaning of Art. 30 of Regulation (EU) 2016/2031) must be reported immediately to the competent authority. The company must take precautionary measures to prevent the establishment and spread of these pests.
- The employees of the company registered here who are entrusted with the unloading of containers and/or other means of transport must be informed of the above conditions. The same applies to personnel to be employed in the future.
- Access to toilets with facilities for washing and drying hands must be provided at the control point.
