Traffic monitoring

German traffic law is made up of a large number of different laws. The most important traffic laws are the Road Traffic Act (StVG) and, building on this legal basis, the Road Traffic Regulations (StVO), the Road Traffic Licensing Regulations (StVZO), the Vehicle Registration Ordinance (FZV) and the Driving License Ordinance (FeV). Together they regulate the personal requirements for participation in road traffic, important rules of conduct, necessary vehicle standards and the transportation of persons and property on the various traffic routes.

The particular objectives here are

  • Stabilization of the high level of road safety achieved,
  • Reduction of traffic accidents with serious personal injury,
  • Consistent focus on risk groups and main causes of accidents,
  • Strengthening specialized traffic monitoring.

Traffic monitoring measures contribute to improving road safety. Traffic controls, for example, are part of traffic monitoring. These tasks are carried out by the police and the auxiliary police officers of the cities and municipalities. The monitoring of stationary traffic is the responsibility of the cities and municipalities and the police.

The tasks of the Traffic Monitoring Office, which was founded in 1987, cover the major topic of "motor vehicles" in all organizational areas.
This involves not only the often controversial operations, e.g. against parking offences, but also, since the incorporation of the traffic department, formerly part of the public order office, in 2004, all matters relating to vehicle operation (from registration and re-registration to immobilization) as well as, for example, driver's licenses, cab licences, bus permits, driving school and driving instructor permits.
