Apply for seasonal license plates for vehicles
Source: BUS Rheinland-PfalzYou can apply to the registration authority for a seasonal license plate for a certain period each year. This is the period of use during which you can drive your vehicle on public roads each year. A seasonal license plate serves to identify the owner and the period of use.
You can use this option if you own a motorcycle, a convertible or a motorhome, for example.
When you register your vehicle, you specify the operating period during which you wish to use the vehicle each year. You must take out car insurance corresponding to the operating period in advance. The operating period can be between 2 and 11 full months per year.
Outside the operating period, you may not drive the vehicle on public roads and must park it away from public roads and places, for example in a private parking space. The operating period is shown on the right-hand side of the license plate as a fractional number. "05/11", for example, means that you may use the vehicle from May to November.
You apply for registration in person or online using the internet-based vehicle registration i-Kfz.
You must have the plates embossed yourself.
For vehicles that are not operated for the entire year, it is possible to obtain a seasonal license plate.
The operating period is determined at the owner's request and is measured in full months. It must be at least two months and may not exceed eleven months.
The vehicles may not be used on public roads outside the operating period and may not be parked in public traffic areas.
Vintage car license plates and green license plates can also be issued as seasonal license plates.
Please note:
If the seasonal period is to be changed, the insurance confirmation (eVB number) and new license plates are required.
Appointments only by prior arrangement via online appointment.
It is also possible to change from a "normal" registration to a seasonal license plate.
The seasonal license plate can also be issued if someone is exempt from paying vehicle tax.
When applying in person:
If you register your vehicle with your competent registration authority for a specific period, you will immediately be allocated a license plate combination stating the seasonal period.
With this allocation:
- have the license plates produced
- have the stickers affixed to the license plates by the registration authority
- attach the license plates firmly to the vehicle in the designated places
When applying online:
You can apply for a seasonal license plate via the i-Kfz portal. To do this, you need to enter an electronic insurance number (eVB) with the desired operating period.
The allocation of a seasonal license plate to your vehicle is
- entered directly in the central vehicle register
- reported to the insurance company
- sent to you as a notification by e-mail or download
Then
- have the license plates embossed
- attach the registration authority stickers to the license plates
- attach them to the vehicle in the designated places

Registration authorities of the district administrations or the municipal administrations of the independent and large cities belonging to the district.

The following documents are required for a new registration/first registration with a seasonal license plate:
- Registration certificate part II and data confirmation (COC) in the original
- Insurance confirmation (eVB number)
- Valid identification documents of the vehicle owner(identity card or passport with confirmation of registration from the registration office of the place of residence; driving licenses and similar documents are not accepted). Foreign nationals require a valid identity document with current confirmation of registration
- Direct debit authorization for vehicle tax (must be submitted in writing if the vehicle is registered by a third party or if the account holder is different. Proof of the specified bank details must be provided).
- If modifications have been made to the vehicle after purchase that are subject to approval (e.g. aluminium rims, spoiler, auxiliary heating etc.), the vehicle must be inspected by an officially recognized expert (e.g. TÜV expert) before registration. The certificate of inspection (acceptance) issued by the expert must be presented at the time of registration.
- If you appoint a third party to carry out the registration, they will need written authorization from you; they must also present your identity document (in the original) to the registration office. The third party must have the relevant identity document with them in order to identify themselves

Additionally for companies:
- Extract from the trade or commercial register
- the identification documents of the person responsible and authorized to sign (managing director, authorized signatory) and his/her power of attorney
for associations:
- Extract from the register of associations
- ID of the person responsible and authorized to sign (board of directors)
for underage vehicle owners:
- Declaration of consent and signature of both parents
- their identity cards.
For imported vehicles for which no ZB II has yet been issued:
- EC Certificate of Conformity (CoC) or data confirmation
- (If only an EC Declaration of Conformity is available, the original purchase contract or invoice must also be submitted as proof of authorization to dispose of the vehicle)
- the purchase contract / invoice
- Confirmation of insurance
The following documents are required for registration if the vehicle is transferred to a different owner and was previously registered in a different registration district with a seasonal license plate:
- Identity card or passport with registration certificate from the registration office of the place of residence, foreign nationals require a valid identity document with current registration confirmation
- Registration certificate II (vehicle registration document) or, in the case of vehicles that do not require registration but are subject to registration, the operating license
- Registration certificate I (vehicle registration document)
- License plate number for registered vehicles
- Insurance confirmation (eVB number)
- Test report from the last general inspection
- SEPA direct debit mandate for the collection of vehicle tax

If you appoint a third party, they will need a written power of attorney from you; they must also present your identity document at the registration office. The third party must have the appropriate identity document with them to prove their identity. - for companies (GmbH, AG, OHG):
extract from the commercial register (proof of address required), business registration (proof of address required), power of attorney from the managing director or personal appearance of the managing director - for associations:
Extract from the register of associations; identity card and power of attorney of the named representative(s); articles of association of the association and minutes of the last annual general meeting with board elections - For companies under civil law:
complete overview of the shareholders (usually shareholders' agreement); power of attorney and declaration as to which natural person the registration is to be issued to (confirmed by all shareholders by signature)
In the case of a transfer to another holder with previous registration in the same registration district with a seasonal license plate, the following documents are required for registration:
valid identity card or passport with original of the last registration certificate of the place of residence; foreign nationals require a valid identity document with current registration certificate
- A power of attorney if an authorized representative is submitting the application (the authorized representative's ID and a copy of the vehicle owner's ID are required)
- Registration certificate part I (vehicle registration document)

- Additional declaration of consent from both parents or legal guardians (if applicable, custody judgment) and their identity card/passport with registration certificate
When re-registering a vehicle that has been taken out of service with a seasonal license plate, the following documents are required for registration:
- valid identity card or passport with original of the last registration certificate of the place of residence; foreign nationals require a valid identity document with current registration certificate
- A power of attorney if an authorized representative is submitting the application (the authorized representative's ID and a copy of the vehicle owner's ID are required)
- Registration certificate part I (vehicle registration document)
- Proof of the vehicle's technical data (EC Certificate of Conformity (CoC document), data confirmation, certificate of individual approval) if . the vehicle was taken out of service more than seven years ago
- If none of these documents are still available, an expert opinion from an officially recognized expert for motor vehicle traffic or a designated technical service is required; this also applies if the vehicle has been modified after deregistration (decommissioning)
- Registration certificate part II (vehicle registration document)
- Previous license plate(s) (if the previous license plate was reserved and is to be reassigned)
- Test report of the last general inspection (HU),

for companies:

The fees are charged in accordance with the scale of fees for road traffic measures.
The amount of the fees may vary depending on the case constellation. Specific information on this can be obtained from the relevant local licensing authority.

For a new registration/first registration with a seasonal license plate, the fee is: from € 31.50 upwards
In the case of a transfer with a change of holder with previous registration in another registration district, the fee is: from €30.20 upwards
In the case of a transfer to another holder with previous registration in the same registration district, the fee is: from €29.50 upwards
For the re-registration of a vehicle that has been taken out of service with a seasonal license plate, the fee is: from €26.70 upwards
