In 2022, a population, building and housing census (census 2022) will take place in Germany. This statistical survey is used to determine how many people live in this country, how they live and work. Many decisions at federal, state and local level are based on population and housing figures. Therefore, both European law and federal law make it mandatory to regularly determine reliable basic figures for this purpose.

The census essentially provides the following information:

current population figures,
data on demography, i.e. age, gender or, for example, citizenship of the inhabitants, as well as on the level of education and labour force participation of the population,
data on household and family relationships in which people live,
Data on the housing and housing situation, e.g. on the average size of living space, on the vacancy rate, on the amount of apartment rents.

This information serves in particular the federal government, the federal states and the municipalities, but also a large number of associations and other interest groups, science and the interested public, among other things, as a basis for political and economic decisions. They are also indispensable for shaping demographic change. For example, municipalities must be able to plan on a reliable basis how many kindergartens, schools, retirement homes and social housing will be needed in the future.

A preliminary survey, which serves to clarify the reporting circle for the building and housing census taking place in 2022, will take place in 2021.

Like the 2011 census, the 2022 census is designed as a register-based survey. In the first place, existing administrative data are used and supplementary surveys are only carried out if administrative data for certain characteristics are not available or are not suitable for evaluation from a statistical point of view. In addition to the transmission of official data, in particular population register data and certain data sets of the highest federal authorities, the following supplementary primary statistical surveys of the population are essentially planned:

for the statistical correction of over- and under-recordings in the population register data and for the determination of information on which no information is available in the administrative registers,
- a survey of the residents at representatively selected addresses (household survey on a sample basis) and
- a registration of all residents of dormitories (e.B. student dormitories) and shared accommodation (e.B . retirement homes and children's homes),
to determine information about inhabited and uninhabited real estate, a postal survey of the owners.

The State Statistical Office in Rhineland-Palatinate is responsible for the 2022 census. This is supported on site by municipal survey offices, which are operated by the administrations of the district-free cities and districts during the period of the survey implementation.
